I'm sorry but I don't know of any program that can automatically cut a files as you say. But I think somethink link Adobe Fireworks can do this.
To resize pictures any decent image program will have options for it: Photshop, PaintshopPro, Acdsee, ... All of them have options for batch processing a set of files and aply common settings to them.
